DeLand operates on a city commission-type government. In a city commission government, voters typically elect from five to seven members, on a plurality-at-large basis to constitute the legislative body of the city. As a group, these individuals are responsible for taxation, appropriations, ordinances, economic development, traffic, parks and recreation, finance, utilities and airport operations. and other general functions of the city. As such, a city commission form of government blends legislative and executive branch functions in the same body. In DeLand, there are five commissioners, one who is the Mayor-Commissioner. The Mayor presides over meetings of the commission and serves as the ceremonial head of government. The City Commission also appoints and removes the City Manager, City Attorney and City Clerk.
